The Samarkand State Architectural and Civil Engineering Institute has the right to carry out the activities of the State Institute of Architecture and Civil Engineering with the right of operating management by the state (founder) in accordance with the passport of buildings, constructions, property complexes, cultural and other purposes.

The Samarkand State Architectural and Civil Engineering Institute is included in the list of officially publicly disclosed and privatized objects, which are being implemented by the Cabinet of Ministers of the Republic of Uzbekistan.
Land parcels allocated to the Samarkand State Architectural and Civil Engineering Institute is allocated to the higher educational institution free of charge.
Money and other property, objects of intellectual property, which are the result of activity of the higher educational institution, as well as incomes and benefits received from the activity of physical persons and legal entities from a gift, gift or a receipt; the right to own property objects to be purchased at the expense of these revenues is given to the Institute. Samarkand State Architectural and Civil Engineering Institute has the right to operate the property as a lessee and to lease the property.
In accordance with the Civil Code of the Republic of Uzbekistan and the Regulations on the Procedure for the Lease of State Property, approved by the Cabinet of Ministers of the Republic of Uzbekistan, granting of the lease to the higher educational institution of the buildings and their parts not contradicting the legislation, the state property in the form of equipment, means of transport and other property, rents out fixed rates without the right to dispose of other property with the consent of the Scientific Council. The funds received as a rental will be used to support and develop the educational process and to strengthen the material and technical base.
Financing of the educational activities of the Institute is realized by the state budgetary funds allocated for the training of specialists on the basis of state standards, retraining and retraining of employees, as well as non-budgetary funds, for the training of the students and audience, the payment received in accordance with the established procedure - contractual funds.
Samarkand State Architectural and Civil Engineering Institute can implement the paid service activity in the educational and other fields, which is not harmful to the main activities of the higher education institution. Entrepreneurship activities undertaken by a higher education institution must comply with its statutory objectives. The Higher Educational Institution has the right to participate in the statutory fund of economic societies and partnerships with its own property, establish fees for paid education services, consultations and other services, and other mandatory payments, shall have the right to earn income independently. Paid education services of the Higher Educational Institution cannot be carried out and replaced by educational activities at the expense of budgetary funds. The Higher Education Institution independently decides on issues related to conclusion of contracts, obligations and other conditions contrary to the legislation of the Republic of Uzbekistan and this Charter. 
At the institute salary is established according to the "Regulations on remuneration of workers labour of higher educational institutions" and the uniform tariff scale of payment. The employee of the higher education institution is paid the salary (rate) for performance of his / her functional duties and the work provided by the employment contract. The amount of extra wages, premiums and other financial incentives shall be determined by the higher education institution independently and within the framework of the wage fund in the order and volume envisaged by law. The established wages can be revised only for the purpose of their attestation.
The institute allocates the necessary rooms for the organization of public institutions established in the higher education institution and organizes their cleaning.
A medical centre, the rooms and serving cafeterias that serve students which are located in the territory of the Institute and as well as in a residential area or on the balance of a higher education institution are equipped with Heating, lighting and water supply and  air conditioning.
(The medical institution, as well as the canteen and other catering establishments serving students of a higher education institution that are located in a residential area or on the balance of a higher education institution, air-conditioned rooms are provided with Heating, lighting and water supply).
Repair, reconstruction or reconstruction of relevant buildings of higher education institutions and their financial support are carried out in the manner prescribed by law.
