The history of the Institute

In the sixties of the last century, not only in Uzbekistan, but in all Republics of Central Asia, there was an urgent need for highly qualified specialists in the field of architecture and construction. Thus, the foundation to establish architectural and construction Institute in Uzbekistan was laid out.
In 1965-1966, the work to create a separate Construction university has been done in Tashkent by combining the faculties of architecture, industrial and civil construction, as well as the Faculty of agricultural construction of the Tashkent Polytechnical Institute. However, the crushing Tashkent earthquake of 1966 accelerated the ongoing work on the organization of a new higher educational institution of a construction profile. Taking into account the current situation, the government of the Republic decided to establish an institute in the city of Samarkand. 
Thus, the decision of the Council of Ministers of the Republic No. 367 of July 15, 1966 and Order No. 307 of the Ministry of Higher Education of July 15, 1966, the Samarkand State Architectural and Civil-Engineering Institute was established. The foundation of the establishment of this institution in Samarkand was, firstly, the complicated social and economic situation in Tashkent connected with earthquake, and secondly, the image of Samarkand, as the most ancient city of Central Asia with almost 3000 years of history, highly developed cultural traditions, and in the third, as a historically developed scientific and cultural centre. 
Considering the attitude of the Uzbek people to the majestic images of scientists and educators, the developed and educated sons of the past, and as well as to perpetuate the memory of our great ancestors, by the decision of the Council of Ministers of the Republic of Uzbekistan No. 198 of May 3, 1967, the Samarkand State Architectural and Civil-Engineering Institute was given the name of the great scholar, thinker and astronomer Mirzo Ulugbek.
Formation and development of the Samarkand State Architectural and Civil-Engineering Institute
In the first year of the Institute's formation, according to the decision of the Ministry of Higher Education No. 307 of July 15, 1966, a quota was granted for a full-time study of 525 students and an admission to the institute was successfully organized in the following specialties: architecture, industrial and civil engineering, economics and organization of construction. In the first year of the institute's formation, training was conducted by 7 chairs and 3 departments united in one faculty - the faculty of "Industrial and civil construction". Proceeding from the necessity and established norms, the chairs of "Higher Mathematics", "Physics", "Chemistry", "History", "Descriptive Geometry", "Building Materials", "Drawing, Fine Arts and Sculpture" were established.
In the governmental decision, the whole complex of buildings of the 19th -boarding school was given at the disposal of the Samarkand State Architectural and Civil-Engineering Institute, the design of new teaching and laboratory buildings, as well as the issue of the financing of the educational and production activities of the Institute were solved.
The first Rector of the Institute R.R. Abdurasulov carried out a huge complexity and scale work on the organization of educational and financial and economic activities of the Institute, the admission company, in difficult conditions and in a short time the issues of scientific and personnel support were solved, training rooms and auditoriums were  prepared, the educational process was provided with textbooks, educational and methodical literature, visual aids, technical teaching aids, the foundations of the material and technical base of the institute were formed. In those years there was not a single technical Institute in Samarkand, which created certain difficulties in the formation of scientific and pedagogical staff.  Based on the need to ensure the quality of the educational process R.R. Abdurasulov was the initiator of attraction the leading scientists of profile universities from Tashkent, Moscow, Leningrad, Kiev, Novosibirsk, Dnepropetrovsk, Volgograd and other cities. For the teaching at the Institute professors VA. Nilsen (TashPI), G. A. Pugachenkova, V. Pilyavsky, A. Sokolov (LISI), Y. Yaralov (Tashkent), A. Kurmei (Novosibirsk), Melnik R.A. (Dnipropetrovsk), V. Petukhov and S. Petukhov (MISI), V. Vanyakin, V.N. Manakov, A.M. Bokarev (MArchI), K. Afanasyev were invited. In addition, the highly qualified specialists of design institutes, construction organizations, technologists and economists were involved in the pedagogical work at the Samarkand State Architectural and Civil-Engineering Institute, for whom in the shortest time the necessary housing and living conditions were created. 
The staff of the Samarkand State Architectural and Civil-Engineering Institute with great respect and honour remembers and honours all professors, docents, as well as specialists from profile organizations such as TashPI, MARXI, MISI, KISI, LISI, NISI, DISI and other similar institutes and enterprises who made a huge contribution for the establishment of the Institute in the first years.
In early years, graduates of the Institute largely determined the architectural appearance of cities and villages of Uzbekistan and made a significant contribution to the solution of the town planning tasks of many regions of Central Asia. Today, the Samarkand State Architectural and Civil-Engineering Institute is a leading educational and scientific centre, the only building university in central and western parts of Uzbekistan. 
The Samarkand State Architectural and Civil-Engineering Institute is a modern educational institution with a focus on research, professional and pedagogical traditions, and constantly upgrading educational technologies, scientific research methodologies and themes.
The higher educational institution carries out complex training of specialists in the field of construction, architecture, engineering communications, urban economy and management.
