Management of the institute

6.1. Management of the institute is carried out in accordance with the legislation of the Republic of Uzbekistan and the principle of harmonization of public administration through the Council of individual management and higher education, the Board of Trustees in accordance with this Charter. 
6.2. Direct supervision of the Institute is carried out by the rector, appointed by the order of the President of the Republic of Uzbekistan from March 9, 1992, No. 137. 
The Rector is fully responsible for the activities of the higher education institution as well as the Charter of the Institute, the Regulations on Internal Regulations and Ethics, Higher Education, and the obligations set out in the present Charter. 
The Rector shall act on behalf of the Institute without power of attorney in the name of the Institute and shall act as representative in all agencies, institutions and enterprises, shall be responsible for property of the Institution, conclude contracts, issue power of attorney, opens and makes available instructions on how to use financial resources in an established manner. 
Within the scope of the Rector 's mission are: 
- publishes and orders the mandatory orders for all staff, students and other students of the Institute; 
- Appoint and dismiss the deans and chief accountant of the faculty in consultation with the relevant ministry (agency); 
- Presents candidates to the position of vice-rectors of the institute and defines the duties and responsibilities of vice-rectors, deans; 
- Employees of the Institute shall conclude and annul labor contracts in accordance with the labor legislation of the Republic of Uzbekistan and the Cabinet of Ministers; 
- defines the tasks of the scientific research, experimental and experimental and other organizations and subdivisions included into the Institute and approves the regulations on them; 
- Defines monthly monthly allowances and additions to the salaries of employees of the Institute; 
- approves the Rules of Procedure of Internal Procedure and Ethics in agreement with the trade union committee or other competent authority of the Institute; 
- Provides in accordance with the Standard State Units and determines the salaries of employees of the Institute staff and the staff of the Institute within the limits of the amount of salaries, salaries and salaries of employees of the Institute; 
- on the recommendation of the Council of the Institute, in accordance with the established procedure approves the decision of opening faculties, chairs opening or closing. 
Depending on the requirements of the "Regulation on the Department of Higher Education Institutions" chairs are formed or abolished on the recommendation of the Institute Council. 
The rector of the institute is not allowed to work in a double occupation (except for scientific and scientific-methodical guidance) in the paid higher education institution and beyond. The rector can not fulfill his responsibilities as a junior. 
6.3. In accordance with the "Regulation on Higher Education", the Council will be established to deal with the main issues of the Institute. 
The Council consists of the rector and chairman of the Council, vice-rectors, deans of faculties and heads of departments, heads of divisions, as well as students and employees of the Institute, representatives of the trade union council. Other members of the Council shall be elected by secret ballot at a general meeting (conference). The number of professors and teachers elected to the Council is determined by the rector's order. 
The authority of the Council, the procedure of its election and activity is determined by the "Regulation on the Council of Higher Education Institution" approved by the competent public authority for education management. 
6.4. The Institution's Board of Trustees is a public body that manages the institution, which includes representatives of ministries, local authorities, business circles, public organizations, foundations and guardians, and other educational institutions. 
The composition, powers, forming structure and activities of the Board of Trustees shall be determined by the "Regulation on Trusteeship Councils". 
6.5. There are trade unions and other public organizations in the Institute. The rights of students and staff competencies and higher education institutions The responsibilities of the Institute are as follows:
Compliance with the rights of employees' representative bodies; 
• before making decisions on the interests of the employees, consult with their representative bodies, to obtain their consent in the cases provided for in labor laws and other normative acts; 
• Timely consideration of the proposals of the representative bodies and their written response to the decisions made; 
• To provide members of the representative bodies of authority to the enterprise, to the workplace where the interests are expressed; 
• Provide information to employees' representative bodies about the work, institutional issues and other socio-economic issues; 
• creating the necessary conditions for the representative bodies to perform their duties; 
• Carrying out other duties stipulated by labor laws and other normative acts in relation to representative bodies of employees. 
In accordance with existing regulations, the Institute may include scientific and voluntary societies, scientific and methodological councils, scientific and technical boards and commissions, council of young scientists and others. 
The Rectorate and the Council in their work will review the recommendations of the Institution's public organizations and take them into account in their work. 
6.6. The dean is appointed by the rector in coordination with the Ministry of Higher and Secondary Special Education of the Republic of Uzbekistan. 
The Dean of the faculty in his / her activity is entitled "The Regulation on the Faculty of Higher Education". 
In accordance with the "Regulations on the faculty of higher education" the Council can be established at the faculty. 
The composition, powers, form and procedure of the Council are defined by the "Regulation on the Council of Higher Education Faculty". 
The chair is guided by the Chairperson, elected by the Council of the Institute on a competitive basis, in accordance with the Charter approved by the Cabinet of Ministers of the Republic of Uzbekistan. 
The powers of the head of the chair and the order of the department are defined by the "Regulation on the Department of Higher Education Institutions".
